Quality Control Manager

Reports to: Programme Quality Manager

Job/Role Purpose:

To provide leadership and support to the Programme Management Team in respect of quality control (QC) function.
To support Programme Management function with the effective implementation of the Project Delivery Quality Management Process (PDQMP) to ensure that projects are effectively delivered in terms of safety, quality, cost and programme.
To coordinate the QC function with respect to Projects, Vendors, Suppliers and Contractor activities to ensure compliance with contract requirements.

Functional for Quality Assurance & Control
* Provide leadership for QC function within programmes
* Ensure the QC processes and standards are planned, measured and deliver the requirements of the programmes.
* Work with the Programme Management Team in providing an acceptable level of service for the QC function
* Plan the provision of QC Strategies for projects
* Provision of technical advice and definition of codes, standards and acceptance criteria appropriate to the programme of work
* Support the Programme Procurement Team to ensure QC requirements are adequately addressed during the tender process
* Plan and review the allocation of competent QC resource with Project Managers and Quality Managers to support the project lifecycle
* Plan and review QC activities that define the level of AWE intervention of Contractors' inspection and test activities

Inspection function

The Quality Control Manager shall, when required and considered competent, conduct Inspections, Tests and Verification activities on behalf of the project.
When performing Inspection tasks the following aspects of QC shall be observed:
* Perform inspections to ensure compliance to requirements and to accepted Quality Plan and/or Inspection and Test Plan arrangements.
* Ensure process and verification documentation is controlled and that test equipment is calibrated to a valid status/standard.
* Provision of inspection reports for visits to contractors and their sub contractors
* Generation and registration of Non-Conformance Notices (NCN) and monitoring of NCN completion to closure.
* Review of Lifetime Quality Records and statutory certification to comply with the Quality Plan and/or Inspection and Test Plan, contract requirements and relevant regulations to allow release of equipment and documentation to site.

* Ensuring that non-conformances are reviewed with suppliers/contractors to drive performance improvement
* Ensure Quality Reporting to the Quality Manager and representation at progress meetings in respect of QC activities and early warning of issues which may affect the project
* Ensuring that procurement activities apply appropriate levels of quality assurance and control
* The delivery of internal performance controls and improvement (BAAP, Management Review, IIP)
* To champion change and influence others
* Ensuring that projects delivery products to time, to cost, and to quality

Project related team membership (where required):
* Project Control Meetings (PCOs)
* Construction, Test & Commissioning Panels (T&CPs)
* Progress and quality meetings with contractors
* Acceptance Working Group

Qualifications - minimum requirements

* Certified Internal Quality Systems Auditor (for example IRCA)
* HNC in a relevant discipline (for example engineering, scientific or business management)
* Member of a Professional Institute (for example CQI)
* Quality Management qualifications (for example CQI Diploma in Quality)

Knowledge - minimum requirements

* Management Systems and Processes
* Management System auditing techniques
* ISO and AQAP Management System standards
* Management or business improvement techniques
* Investigation and problem solving techniques
* Construction and safety awareness
* Awareness of codes, standards and regulations applicable to nuclear installations
* Project Management techniques
* Working knowledge of inspection and testing standards and techniques

Experience - minimum requirements

* Experience in Quality Management, Quality Assurance or Quality Control
* Background and experience in auditing and of leading audit programmes
* Team leading experience
* Experience of quality control planning
* Experience of working within a project delivery environment preferably within a highly regulated industry (for example nuclear, pharmaceutical)
* Experience of electrical and mechanical installations and equipment

Special Requirements:

* Potential for access to RA areas; however monitored status is not required
* Potential for travel and work away from home for short periods
* DV/SC
